Charter fishing boats moored in Oregon Inlet on the Outer Banks of North Carolina at sunrise. It's late December, the weather is cold, and that's why these boats are still in harbor. During the warmer fishing season, all these boats would have been headed for the high sea before sunrise. But during the cold winter months, there's no one on board.
